Why wasnt something done to illegal at first arrest?

We have a story here, guess what im wondering is, it has now been told that she is here illegally, she had past arrest, why wasnt something done at that first arrest??

Boy dies after truck hits him

A southwest Oklahoma City boy died after a pickup ran over him while he was playing in his driveway Saturday afternoon, police said.

About 3 p.m., Gage Florence, 6, was playing by himself in the drive of his family's house at 1313 SW 62 when a pickup dropped someone off at the house next door to the west, police said.

The woman driving the truck told officers she backed into the drive to turn around and immediately pulled forward after feeling the back of the truck hit something.

She said she never saw the little boy, who had his back to the street.

Gage was taken to the trauma center at OU Medical Center where he died, police Lt. Roger Bratcher said.

Elsa Ontiveros, 27, was arrested on complaints of first-degree manslaughter and two counts of driving under suspension, said Lt. Don Holland, police public information officer.

Ontiveros had previous charges in the metro area of driving under a suspended license, Bratcher said.

A neighbor living one block over said she didn't know any children on the block where the accident happened, but there are many families in the neighborhood.

"It's summertime in the city streets and neighborhoods,” Bratcher said. "People need to be mindful of children and stay under 25 mph when driving in neighborhoods.”

why wasnt something done at that first arrest??

because police aren't ICE. It's not their jurisdiction.

looks like the information could have been ref. to correct dept. to see that something was followed up on if not the local agency that did the arresting
