So they should wait for the email and see what the embassy says, it could be the Famous DS5535 or they may ask him to send his passport to ARAMEX with additional documents, or maybe Casablanca Consulate changed the process. so let's wait for the email and keep us informed.

That's what occurred to me. Could be an embassy specific change of process. Like, "You're approved, here's your passport back, we'll contact you when we need it back again after these last few background checks."

the form is specific to be given out by CO (if they feel the need)  to high fraud countries or cases when a person from high fraud is living in another country

or whenever the CO feels the need to do additional screening

no offense meant here to anyone but 2 European women that were beheaded in Morocco   a few months ago and this happened near Essouria and one of these  criminals was a  man from Essouria

and the people from there are not being given the ds5535

they even recently approved some from there

casa embassy is more than strange

security checking needs to be done but it needs to make sense

The Ds-5535 must be given to all or not given at all.

Or, at least it should not carpet one area and ignore other areas.

My initial understanding was that the CO requests the Ds-5535 when they sense the need for Extreme Vetting.

I was wrong when I found out Certain areas are almost Exempted while others are Required from Everyone, including

a 72 year old Grand-mother… A waste of time, money, resources and most dangerously letting some slip through just because they were born in a different region considered "safer".

Exactly, it makes absolutely zero sense the way they operate there.
