Bringing granddaughter to US ( after adoption or being named guardian)

So the mother is not incarcerated or mentally or physically disabled to the point where she cannot care for the child at all? She wants to keep the younger child but send the other one to you? That’s not how adoption works. And certainly not when immigration is involved. 

Timeline in brief:

Married: September 27, 2014

I-130 filed: February 5, 2016

NOA1: February 8, 2016 Nebraska

NOA2: July 21, 2016

Interview: December 6, 2016 London

POE: December 19, 2016 Las Vegas

N-400 filed: September 30, 2019

Interview: March 22, 2021 Seattle

Oath: March 22, 2021 COVID-style same-day oath

 

Now a US citizen!

I am stunned by your comment. I am also deeply distressed by your stepdaughter's attitude toward her daughter.  Perhaps it would be best if  your stepdaughter placed her daughter  with an agency in the hope that she will be adopted by a non-family member.

Timeline

With both parents alive it will be near impossible to adopt the child for immigration purposes unless you can prove she is unable to care for the child by Colombian standards (not American standards).   How would you go about proving that she is not physically/financially/mentally able to care for one of her children when she IS able to with her other child?

 

Then there is the emotional fallout from all of it...she's 7 now?  IF somehow approved for immigration---by the time everything rolled around, let's say roughly a now 12 year-old child leaving both her parents and sibling behind whom she's bonded with her whole life, and dropped into an entirely different culture/school/lifestyle/surroundings.  Many adults are not able to adjust well with that,  much less a kid.

 

It's honorable that you want to take on raising your grandchild as your own, however what you want is not entirely feasible in this case--if her education is a concern for you, perhaps you can offer to pay for private schooling in Colombia.
