From USCIS to NVC Administrative processing

Hello,

 

USCIS approved my spouse petition and sent it to NVC. Weeks later I called NVC to see if it has arrived. They told me it has arrived and will take time to be put in the system and could take up to 8 weeks. I called 9 weeks later and was told my case was not put into the system yet, but it is on administrative processing to get some questions from the embassy oversees.  I didn't even get to the part where I pay the NVC fees nor did they give me a case number because it is not put into the system yet. My wife didn't even get to do an interview yet.

 

Could this be because I applied for a k1 visa before for the same person before? Long story short on what happened last time. The embassy oversees did not give my fiancee an approval nor a denial, but sent the case back to the USA (Dept of State) for them to make a decision. I was able to confirm the case arrived to USA (Dept of State) but is on administrative processing. Unfortunately i received a letter stating my case expired and to just apply over.

 

After that I just went to visit my fiancee oversees and just decided to do a wedding and got married. Here I am today i applying for a spouse visa instead and has been approved by USCIS. USCIS sent it to NVC and NVC told me it immediately went into administrative processing because they have to reach out to the embassy oversees to do some checks/questions. NVC does not have a case number for me and told me to just wait. I didn't even get to the part where I pay the NVC fees yet. NVC did not give me a case number because it is not put into the system yet.

 

Note: It is the same person I am applying for. I also noted this when I applied for the spouse visa on the application and provided them with the old case number. Reason why? Because it asked on the application if i applied for this person before. 

 

So now I am asking has anyone experienced such thing? Will this process take a while? How long will it take? NVC was not able to answer my questions and told me to wait.
