So this is a weird situation. I received 2 emails this morning from USCIS. First one was at 4:18am stating

We have taken an action on your case

Sign in to your account to view your case status

When I signed in it said I was issued an RFE and it was mailed out yesterday 5/16.

. The 2nd email I got at 6:05am and it states

We are still reviewing your case and there are no updates at this time

We will notify you when your case status changes. We last took action on your case on May 3, 2019.

I'm really confused so I called after holding for 30mins I spoke to a really nice level 1 person and she confirmed I was issued an RFE that was mailed yesterday. I asked if I could have it faxed to me so she transferred me to a level 2 person. It was an automated system that confirmed my phone number and said they would call me back in 136 mins. I'm worried about what it could be for. I'm praying its something easy. My nerves are a wreck. Funny thing is I had a dream last night that I got an approval letter. My NOA 1 was Feb 19th.

It's sad to know that, but do not be discouraged. why you think they have requested more evidence, what documents did you send?

Honestly I don't know. It can be so many things. I doubt its for more evidence of in person meeting cause I sent a ton of evidence for that. I'm thinking it might be the TOS for the chat I meet my fiancé on. Possibly my divorce decree wasn't all pages or wasn't the legal copy they wanted. It could be so many things who knows. Hopefully I get someone nice that calls me back from USCIS and they are willing to fax it back to me. I didn't send all copies of my passport but Ive read that they don't want them anymore that they have changed that. I thought I sent my fiancés (beneficiary) birth cert without being translated but as it turns out I didn't send it all. But they don't ask for it so it shouldn't be that. Maybe the passport pic sizes are off. We wrote our names on the back but I don't think we signed them. I cant remember if we put the date on them either. UGH!  My mind is just thinking of everything I could have done wrong or didn't send now. ;-(

@SMACEM2019, If I had to take a stab in the dark, it probably has something to do with the divorce decree.  My understanding is that they want a legible copy that shows the stamps, dates, and signatures.  If that's what they want, this is an easy fix.  I'm looking forward to seeing your update.

Calm down and relax. This will get resolved quickly.

You must calm down stressing is NOT going to help, it will only cause you to mess up. Responding to the RFE you need  to be on your game, so exhale breathe, whatever its for its fixable. I would say its the divorce decree they want ALL pages. Whatever it is fix it go over it send it in.  It'll be fine.

I also called uscis this morning and found out that I have been issued an RFE. Neither website reflects this and I didn't receive an email for it but the guy told me it was issued on May 13. My understanding is that an RFE is right on the brink of denial. Now to try to avoid panic while I wait to find out what they want.

An NOID is right on the brink of a denial. An RFE could be anything from a serious issue to something that seems trivial that you missed (or USCIS losing a document).

You won't know until you see what the RFE is about; some are for things as simple as a skipped checkbox on the form, some are for evidence that's difficult to get. But don't panic; most people are able to successfully respond to RFEs.

I am also from RD. I wrote to USCIS and they told me they only see a change that happened in my case on March 7.
We changed the address but it was April 6.
I wonder if it would be the criminal record? but it would be very fast taking into account that on February 25 was that they received my case

Todavía estoy esperando escuchar a la persona que les escribió, ¿qué información de contacto usaste?

We use the direct chat from the USCIS website. We ask Emma (direct chat) we follow the steps and transfer to an online agent

Technically speaking, an RFE is a written request for more information and documentation that USCIS mails out if they believe that they don’t yet have enough evidence to approve or deny a given application.

There are many varying degrees of RFE's. Some as simple as not "ticking" off a question. Others forgot the fiancé(e) letter and then others who met on a website and now need to prove that it wasn't a marriage arrangement website.

Once you get your RFE, read over very carefully as you only have one chance to reply accurately without causing undue harm. Once you know what it is set out to correct and to include "everything" they are asking for. Then reread the RFE to ensure you are compliant. Make copies of everything for your record and send back using their instructions which are contained within the RFE. If the RFE requires a signature, PLEASE don't forget this. Once received at USCIS your case will begin adjudication where the agent had left off. No one can tell you how long it will take so be patient.
