Outside the building.  As of April 1, 2019 they are not letting anyine but applicants inside. Yesterday for example they would not allow one gentlemans fiancee in to wait

Yesterday i got my Welcome to the USA pink slip and today got notice ill have visa Friday May 24th.  So excited!!

Not true - Fiance can go into the consulate and sit with the applicant and all. They just dont go up to the window or into the interview room.

Fiance cannot wait inside. Rules have changed. No one but applicant is allowed inside. This is  also posted on the front of the building by the entrance doors

Weird. I just went March 27 and we were allowed inside. Must have changed since then.

I would call the consulate and make sure, cause if they are actively enforcing it, your petitioner may need to be prepared to go for coffee

How did you get the notice of what day you will be getting the visa?
