The USCIS website says the Cali SC is still working on cases from Jan2019. I tried calling by I can't get past the automated replies.

My pd is 11th of October 2019,i received "case is actively being reviewed" on the 24th of June,approved on the 25th june and received welcome email from nvc on the 28th...f2a.

Well that gives me some hope. My PD is Nov 25th 2019 so I guess I can expect something by end of July or August. Was your case in California Service Center?

My case was filed at Csc,then transferred to tsc, then to vsc.

well that is the thing, TSC and VSC are much faster. I have not received even that. The receipt notice was the only think.I got 20 months ago.

Unfortunately you are stuck at the slowest service center. Processing times for F2A at CSC are 25.5-33 months. They will only accept case enquiries for petitions filed before Feb 8 2019. https://egov.uscis.gov/processing-times/
