Do I need to include the original I-129F included in packet 3 when I send it back?

Did it ask you to send that in? If not then no, they have a copy at the embassy/consulate

I kept mine for my records, and like mentioned above, the embassy will already have a copy of it that was forwarded to them from USCIS.
