Do you need to submit the IV application before "Civil Documents" open up to upload (documents from applicant)? Mine is grey and N/A right now.

Yes, that's correct. Once you complete and submit the IV application, the option to upload Civil Documents will show up.

Following this thread as we mailed our packet off to Texas Feb 1. Still waiting for a case #.

Can someone please let me know what paperwork if any did your spouse, have to show at the Passport Office in Mumbai when they had gotten the Police Cleaner Certificate?

Does the I-130 approval notice work if they ask for anything to show why the Police Cleaner Certificate is needed?

Also, how long did you take your spouse to receive the certificate from the Passport Office?

Good to hear that you mailed off your packet. If you are referring to your  I 130 petition, unfortunately you are following the wrong thread, this thread are for persons who were already approved by the USCIS and are awaiting a case # from the NVC or waiting for nvc to complete the applications and forward same to the country of charegeabilty.  You should be following.

This is kind of a dumb question, but when they issue the case #, will I get an email? 

 

I’m currently scrambling to find a place to move by the end of the month and that’s probably when they will mail out our number!

I suggest you call NVC and give them your new mailing address. you can always call and get the case and IV number over the phone and email.

 

so when they mail you something it should be send to the new address instead the old addres

You need police clearance certificate to present during your spouse interview as well at NVC stage .You can simply request by going to passport office website and can apply for it and yes when you will apply it will ask u the reason why you need it and you can choose immigration purpose from drop down menu.
