Request of Biometrics while green card is being produced

my immigrant visa was approved in November 22, 2018. I checked my online case status to see that on January 15 my green card was "being produced." Ok so wait 30 days right? so today January 18 i've received an I-797C notice from USCIS that I have to go get my biometrics done! I'm confused. Is this happening to anyone else? I asked Hermandad Mexicana as they were the ones that helped me and they are looking into it but "they've never had such a thing happened before." Someone please help. I tried calling USCIS but can't seem to reach anyone. HELP
