This is what I got from searching "EXP 19 MAR 2019A". Sometimes they wait until they physically touch it before marking it ready but maybe someone from the same embassy might be able to clarify.

I wish so too! From my understanding, you can work on submitting them your Packet 3 already, but you may want to talk to the country's subforum about it. Here are some helpful links

Timeline

After waiting in line for 47 minutes (yes, I counted) and trying not to fall asleep due to the music, finally got our case number! :D I checked it on CEAC and it syas "at NVC". Question is how long does it take for it to be released? :)

Its been said that it can be released for shipping every other week and last shipment was March 19 so every other would make April 2 the next shipment.  I've also read there is no guarantee nor can anyone with any certainty can give an answer. I've also heard that the first page of this thread speaks to many things one in your position should consider. Of course you could look back through this thread and maybe there is other information that will help you. The best thing there is no waiting.

She informed us that we got a CV number on March 20 (NOA2 was February 25). I wrote it down, and successfully found our status at the CEAC website. I'm now expecting to wait until April 2, for our documents to ship over to Seoul.

Standard US size passport photographs are 5cm by 5cm. Medical are country specific, and might have their own photographs requirement.
