One thing that was mentioned that was a bit unusual to me is that the phone attendant said that they had a small review process that the NBC does before they send a package out. This goes against what I had understood which suggested that they have nothing to review but only assign a case number and send a package to the consulate.

When they receive the approved I-129f from USCIS, they check to ensure that it’s been stamped. NVC will occasionally receive a petition from USCIS and it does not have the appropriate approval stamp in the upper left-hand corner. They are also checking to make sure that the three criminal questions have been answered. It's been noted that there are times when the petitioner will forget to complete those questions and those questions are subsequently missed by the adjudicator. 

 

In both of these instances the case will then be sent back to USCIS. If one of these things occur with a case file recently received from USCSI, NVC would know within the first week of receiving the case.

They are still open??

That looks about right barring any unfortunate events except the visa issued part. After verbal approval at embassy it will go into administrative processing, and then switch from immigrant to non-immigrant, then eventually to "Issued" then passport with visa send to place she has chosen (I recommend self pick up in Kyiv) It will be another week or so after interview. Is she planning to fly out right after? Usual choices are Turkish, UIA, or LOT. Lufthansa on a pricey side. 

I keep seeing where several people have received the stamp at the close of the interview

At Kyiv embassy? What they do give you at (approved) close of interview in Kyiv is OvhLkAM.jpg?1

I have seen more than one individual post that they “stamped” the passport at the end of the interview??

Timeline

I have a question that I have been researching. When someone is in America on a K-1 visa either before or after their marriage, where can they travel to outside the continental United States? I am curious, could a lady from Ukraine go on a cruise that left from Fort Lauderdale or Miami? Could they travel to a country in the Caribbean? Could they travel to Puerto Rico? I’m not sure where one would find this information?  And if they did leave, would they have problems returning through passport control?

until they get AP, they have to stay in the US or its territories, so places like Hawaii, Puerto Rico, Guam, US Virgin Islands, American Samoa, Alaska are ok, as long as you do NOT step foot in any other country

they can't leave until they receive their greencard. the k1 is invalid after first entry. If I remember correctly they can't even go to Puerto Rico, even though it's technically part of the US now.

The reason I ask. since my NOA2 says it was forwarded to the listed consulate I emailed them and they asked for ATA number. I was bit lost.

highly doubtful honestly. only a couple people from the first week of February have even been processed, so it's near impossible that they wiuld get through three weeks of packets by next Wednesday (the likely cutoff for the 19th shipment)

In anticipation of a standard timeline, after receiving our NVC case number tonight, we went ahead and scheduled our embassy interview for March 27th at 8 a.m..  This should give plenty of time for the hard copy to reach Kyiv prior to the interview.  Also, this afternoon we emailed to schedule the medical exam for Monday March 11th at 8 a.m. as well.  I have not had any real success in using the CEAC website.  When I enter our case number and invoice number, I only get a pop up saying the DS160 has to be completed (see below).  While this is obviously true, we've had our DS 160 filled out and paid for for some time now.

 

Summary Information

 

K visas are nonimmigrant visas that assist spouses or future spouses of American citizens in entering the United States. As with all nonimmigrant visa applicants, a DS-160 must be filled out in order for a consular section to process the case.
