Yes that is correct. Your petition is being sent to NVC as NVC is tasked with the assignment of case numbers for all K-1's and not the consulate. Now they may have sent a electronic copy to the consulate but the hardcopy of the case file has not be forwarded from NVC till such time as the case number is assigned and you have bet the shipping schedule.

If your having problems with the CEAC site timing out when looking up your case it's because the system is trying to cross reference the immigrant case number with the non immigrant AA number.  You select Non-Immigrant from the drop down menu and select the proper Embassy location. Then you enter the AA number from your DS-160 number and presto...a much quicker and consistent response. The output is the same but you no longer have the problem with the system timing out while doing the search...

No master. There are two places to look and one is at the embassy website and the other is her on VJ at the portal. See the tab above in the blue ribbon.

 

Sometimes I will have a P3 from your country but do not at this time. I have asked others but they have not provided on for whatever reason.

 

I've done a little research for your consulate. Here is what I have found. Immigrant visas to the United States are processed for citizens and residents of Kazakhstan, Kyrgyzstan and Tajikistan at the Consulate General in Almaty.

If you get a P3 letter from the consulate could you share a copy with me. I will use it to help others who come behind you. Thanks.

 I am not from Ukraine but I can translate it for you as it's similar to Russian language.

 

It's asking you to choose the way for authorization (identity check?)/ 

Either Electronic digital signature or Bank ID

I have nothing on Uzbekistan but I did find a little on the embassy website here https://uz.usembassy.gov/visas/immigrant-visas/immigrant-visas-fiancee-visa/how-do-i-obtain-a-fiancee-visa/ and they state that they will send you the P3 for what is needed for the interview. If you get a copy please share with me so I can pass it forward.

Timeline

The DS160 is probably the most annoying application ever. aside from timing out constantly which I’ve been able to work around I’m now having issues with the photo upload I’ll upload The photo it passes the quality assessment is 600 pixels by 600 pixels and under the size limit but when I hit upload it says sorry something went wrong try again later. Anyone find a trick to getting past this?

Yes, I believe Ukrainians have this long tax ID number, 20 digits? Kinda like Social Security number. It is asking which way she wants to confirm her identity. @HP+ICshould be able to help.
