Meet within last 2years means SEE EACH OTHER FACE TO FACE AT LEAST ONCE. Not know each other....
See each other and then file, otherwise, you'd up for a K-1 ~9month wait for denial, which is a 100%, and then at the end CR-1 additional 12months at least. Just meet and then file, save yourself from a headache, and gray hair.

You have to meet again. One of the major requirement in K1 apllication is meeting each other in person within 2 years.even if you have been together for 9 years you still have to meet in person within the span of 2 yrs before filing

If u file, u will get an RFE for proof of meeting between the date of NOA1 and 24 months exactly prior. If u cannot prove this with passport stamps and boarding passes, or substantiate a claim of extreme hardship (difficult to do in philippines since its easy to go there) then your petition should/will be denied.
