i submitted form I-90 to renew my green card. my mailing address is in CT but i am on a short-time assignment in La Vegas which is my physical address. Q where does USCIS send my NOA for Biometrics? and can i do it in Vegas instead of traveling back to CT?

They send it to your mailing address 

 

They schedule it at a location referenced to your mailing address.

 

As to reschedule we were unable to do that awhile back but it really depends on the location.  Some can, some cannot.
