Have I been looking at the wrong table this whole time?

yes if you were calculating for the visa to be available, table B is only the date to submit paperwork, then your parents must wait until the priority date becomes available on table A, for them to get an interview, you depend on when they get an interview,. immigration is working with cases sent in 2005, so they still have more time of waiting

Oh that's what I wanted to confirm. We've just been asked to start with the application and so we have. Let's see what happens

Did you Google CSPA calculator like I suggested and ran your dates?  Please answer this question.

Your current CSPA age is about 20.  Your parent's PD must be current before your CSPA age exceeds 21.

You will have to take your chances in paying the fees and hope that your parent's PD becomes current before your CSPA age exceeds 21.  Paying the fees does not guarantee a visa for anyone.  It's the fee to process the paperwork.  You can always wait to pay after your parent's PD becomes current to decide whether to pay or not.

Oh yes I did. I also did it the way you told me to.

Okay let's say, we're looking at table A and the pd is some month in 2005. By the time my pd appears, would I still be protected?

So you don’t actually know when “visa bulletin current date” is yet, what you can do is input various dates in the future to see when your CSPA protection will run out. And then all you can do is hope your PD gets current before that happens.

When I put in the dates, it says my cspa age is less than 21 but I've become ineligible because I didn't apply within a year of the visa becoming available. That part is kind of confusing. In 2009 they approved it but also told they dont have visa numbers available for us 😕

The visa becomes available when your parent's PD becomes current and your CSPA age is under 21.  That's when the one year clock starts.

In 2009, the I-130 was approved.  The PD was not current then, so visa numbers were not available then.

Your eligibility for a visa will be determined when your parent's PD becomes current.

You should do what SusieQQQ recommended.  Always use the 1st of the month as the date when the PD becomes current.

Okay so I manually calculated it. Hoping that the pd will become current in January 2020, if it keeps going on the same pace, I'd be exactly 21 (according to the cspa age)

Your CSPA age must be under 21 in order for you to qualify as a derivative beneficiary.  Exactly 21 is not under 21, and you will age out.  A single day matters.

So I should hope it becomes current before January 2019.

Should I email NVC regarding the matter?

There is nothing for you to contact the NVC about.  They can't tell you anything.  They will not even tell you when your CSPA age will be 21 or over.

Our priority date is April 24, 2006. In 2009 we received a letter saying that NO visa numbers were available for us and so we should not leave our jobs or sell our property. About a year ago, we got a letter saying that visa numbers were now available for us. The letter didnt say anything else.  I kept on checking the final action dates on the visa bulletin. In January 2019, the priority date on the bulletin was May 2006. We decided to contact the NVC. They sent us a letter via email on 24th of Jan, 2019, stating that we should pay our fees and submit our documents. The letter also said that we should take action within a year.

I'm confused about our approval date. Is 24th January, 2019 it?

No.Your IV application status is now current.Please visit NVC,consular electronic application center (CEAC),enter your receipt number and IV invoice they sent to you in their email to you.Pay your AOS and IV fees and wait for 2/3 days.When you see "PAID" go ahead and submit AOS and IV application.

OP is immigrating, not adjusting status.

AOS has two meanings.

AOS = Adjustment of Status

AOS = Affidavit of Support

Shabash was talking about the Affidavit of Support.  Got to read in context.
