Okay I think I made a mistake. This is so confusing. I've been looking at table B this whole time. Can you tell me what table B is for?

It's when you can start submitting paperwork if you are outside the US.  It's when you can apply to adjust status if you are legally inside the US.

What country is your parent from?  

 

I know this is an F4 case since your aunt petitioned for your parent.  The PD is April 24, 2006.  The I-130 approval letter was dated or received December 31, 2009.  Your birthdate is April 27, 1995.

that's the table that he needs to be looking at, his parents are starting the nvc processing because their date on that table B is current. of course, once they've done the process at the nvc, they will have to wait for the priority date at the table A to be current and you are correct at that.

Why have we been asked to submit the fees and start with the procedure? Theyve also asked us to act within a year

Table B does not determine whether CSPA applies to him or not.  Table A is the only relevant table for CSPA.

They ask for the fees in anticipation of the PD becoming current soon.

 

WHAT COUNTRY IS YOUR PARENT FROM?  What you should do is answer this question if you want further help.

because the table B  the priority date is current to process the documents, forms and payments at the nvc stage

Okay let's say, we're looking at table A and the pd is some month in 2005. By the time my pd appears, would I still be protected?

WHAT COUNTRY IS YOUR PARENT FROM?  I've answered plenty of your questions, but you can't seem to answer this one question so I can help you.  

No way to know at this point if CSPA will help you.

I wasn't talking about CSPA, it's his parent's petition, it is time form them, we don't know if the OP will qualify, but it's time for the petitioner to submit the paperwork for the sibling

Did you Google CSPA calculator like I suggested and ran your dates?  Please answer this question.

 

Your current CSPA age is about 20.  Your parent's PD must be current before your CSPA age exceeds 21.

 

You will have to take your chances in paying the fees and hope that your parent's PD becomes current before your CSPA age exceeds 21.  Paying the fees does not guarantee a visa for anyone.  It's the fee to process the paperwork.  You can always wait to pay after your parent's PD becomes current to decide whether to pay or not.
