NVC ACCEPTED -> Message added INVALID DOCUMENT

Timeline

I am trying to see if anyone else has been through a similar situation.  

 

I am applying for a IR-2 for my Step Daughter - all conditions are met - have been married to mom and known daughter for over 10 years.   Biological father approves, is still under 18 etc.  

 

We are at the document stage of CEAC - we uploaded all documents and after a few confusions (w2 instead of tax transcript) we got all submitted documents accepted.   HOWEVER - when they accepted our last document this past week, the marriage certificate of me and the mother, they added a note to the birth certificate of my daughter, which says Invalid document not correct issuing authority.   It still says accepted though.   At this point EVERYTHING ELSE is done, paid, and accepted we just have not received CC.   The Birth certificate is indeed the correct one, from the correct issuing authority, with certified translation, all in a single document less than 2 MB.   

 

Has anyone else experienced this?   How was it resolved?
