It shouldn't delay that.  I'm not sure if NVC or USCIS handles admin processing, but my senator told me that both USCIS and NVC should be functioning normally because they're funded by all of us who pay the fees.

That is all true, but other agencies might be affected e.g the ones doing the background checks...

Yeah i'm not sure! My state senator reassured me all of this was okay and I do believe they probably know.  I think if you want a more specific answer, you'd  have to try to find out from someone who works for these agencies.  The posts here are speculation most of the time.  Best of luck!
