Not sure what you mean...there is not a "10 year visa". There is, for example, a tourist visa that can be valid for up to 10 years (depending on country), but it's the CO's call on how long (and if it's single use or multi-use) the visa is valid for.

 

Assuming you meant she applied for a tourist visa and was only issued it for 18 months, then presumably the CO is either concerned about her intent to return home and/or that you will process paperwork for an immigrant visa and that is likely to complete before then.

I checked your prior posts. it sounds like your wife has a 2 year green card already and is currently removing conditions on it. this is NOT a visa.

Upon filing for ROC, one will receive an 18 month extension letter. This extends the validity of their current green card by 18 months.

 

Once ROC is approved (expect 1-2 years!), she will be issued a 10 year green card.

Your wife is not applying for a visa. She is applying for removal of conditions of her permanent resident. And the extension is normal process.

exactly, since the process takes over a year, and the card will expire in the process, immigration extended residency so she has proof that she is still a LPR

 

she can travel with the letter, or if at a job she needs to show that she is a resident while the card is expired. she never lost her residency, she is still a LPR, but the letter is just to show proof that she is

I should have been more clear. She's been here over 2 years and we put in for the 10 year change of status papers.
