That's the US Treasury 5 year constant maturity. The banks take the 1-10 year, use that index, add 2%, that's the prime lending rate. 

So they'll borrow money from you at the same rate as the 5 year constant maturity, and make at least 2-3% for the next few decades. When your commitment ends, they take money from new accounts to cash you out. 

If you study that website, it'll give you a fairly accurate idea of the coming rates. 

Currently, some CDs are offering 3.7 (navy federal). 

But if you really wanna park your money for a great future, look at T Rowe Price, fidelity, and vanguard. Their annualized return is awesome.
