Verification of the marriage certificate can take a little more time in some cases.

i ent it by mailand they said that they get it in 24 of april and they said they will send decision and now it have been 8 months

Eight months since receiving it implies the holdup is something else. Likely background checks, although that is usually on the petitioner's side of things at this stage.

To confirm if that's the issued, the only things you can do are:

• USCIS Case Inquiry / Service Request. https://egov.uscis.gov/e-request/Intro.do
• Contact a congressperson to inquiry on your behalf. Usually the senior senator for your state is best equipped to do so. See https://www.govtrack.us/congress/members/MO
• If you've already done the above, then contact the Ombudsman. https://www.dhs.gov/topic/cis-ombudsman

If the issue is due to something like background checks, then there's nothing to do but wait. They will not make a decision until those complete, and when that happens is out of their hands (it's handled by other organizations).

 

Absolute last resort is a Writ of Mandamus (WoM). This is going to a court to petition a judge to order USCIS to make a decision on the case. But it's a last resort as it does not guarantee a favorable result...for instance, if they haven't completed checks yet then the only result will be a denial.
