The 221g is a clue

221g is something existing only at the interview stage, from the consulate, for documents missing that are required to provide the consulate. It's the equivalent of the USCIS "RFE" but a totally different thing via the Dept of State. The only part of the petitioner's at the stage of the interview is to provide the I-134, and domicile proof if living abroad. And both of these are significant to the consulate, not the petitioner's i-129f petition. They were given a 221g because they failed to provide the documentation required by the consulate.

There is literally nothing in the i-129f asking for petitioner's proof of domicile. Go review the i-129f doc and its instructions and feel free to correct me if I'm wrong.

Anyway it's neither here nor there at this point as OP is receiving the advice they asked for.

Yes! This is a great packet of proof glad you found it all. I'd say include a letter from parents if it's not a total pain to get, couldn't hurt!

I have no need to review iinstructions for petitions but feel free to review the “who can file” part when you get time.

I will summarize the rules for you.

You (USC) cannot petition for a fiance or spouse to live in the United States unless you (USC) live or intend to live in the United States with that immigrant.  If you (USC)  dont live there, you as (USC) have to demonstrate that you intend to.  The petitioner in this case lives abroad and has to meet that burden of intent to reside in the US before the visa can be issued.  You are correct that this is done at the embassy or consulate, not at the petition stage.

As a bonus:  the USC must either accompany or precede the beneficiary when the beneficiary leaves for the US.  Hope that clears things up here.
