When should I make a case inquiry?

I hope I’m putting this in the right place!

 

Our inquiry date is May 23rd, 2018 and being processed at the Texas service center. They are currently accepting inquiries for the 15th, so our time is quickly approaching.

 

Should I put in the inquiry on the day of or a little bit after?

 

Bonus Question: What could be delaying the process?

 

My hubs and I have been married for a little over two years and are expecting our second child in June. We were hoping to have him in the country by then, but it seems like we will have to wait. Luckily, he gets some paternity leave!

Have you heard anything? It would be nice to know if they have even touched it.

I call weekly uscis but no news yet
