No they do not send on the 1st and 3rd Tuesdays. It's every other week on Tuesday. So next shipment is 2/5

How do I know my case has been sent to nvc and assigned a case number if the websites aren’t updating?

Read your paper NOA2. It should state on it your case was sent to NVC. If it was or wasn't, in fact nobody knows for sure. It took 17 days since my approval to get to NVC and then 1 more day before case number was assigned.

I would try to relax for 2 weeks, and on Jan 30 give NVC a call. Have your WAC number ready, and be prepared to be on hold for an hour. Give them WAC when qustioned, they should be able to tell if they got your case. If they do, ask for Case number and Invoice number. Ignore "it can take up to 6 weeks!"

May I ask, what do we need the invoice number for?  Thanks!

To be honest I do not think it is actually needed for K-1 visa. I was given it on the phone and dutifully wrote it down. Invoice number is used for CR-1 and other "true" immigrant visa to pay the visa fee to NVC. Since K-1 is this mutant beast it has invoice number but since we don't do DS-260 and instead to DS-160 to the consulate for non-immigrant visa it is not used. At least that is my understanding, someone more knowledgeable can correct me.
