Would this effect anyone in USA going through the AOS process regardless of category if their country of origin is Pakistan?

No. It's just a list:

That is largely to do with the fact that police certificates and criminal records checks are unavailable in Pakistan. People from other countries have to provide these but people from Pakistan don’t because they are not available. So the government has to use other resources to make sure visas are not being given to those who are ineligible on criminal grounds. It’s a slow process. Perhaps contact your government and start a campaign for more accurate national record-keeping, like a national database of such things, to make the process easier?

Everyone in the world goes into AP after approval at interview. Not restricted to pakistan. Certain country nationals face long AP waits on security grounds.

Timeline

Spouses of LPRs don't have a visa number immediately available to them that's why you are still waiting. I hope you are familiar with how to read the visa bulletin published by the State Department. They publish a new one every month. You should use your priority date to check when visa number becomes available to you.

Additionally, I will advice you to convince your husband to naturalize as a U.S Citizen (unless he really just want to keep his original citizenship); and then he should contact NVC to upgrade your petition to Spouse of a U.S citizen. That will make an immigrant visa number immediately available to you. While you are at it, also tell him to renew his green card ASAP. Why people delay on things like this is beyond me.

You’re absolutely right! I told him to do that and he’s finally going to apply for citizenship 😭

That’s great. However, just so you’re aware, the average time from filing to actually gaining citizenship currently is over 10 months, in some centers it takes about a year. So it’s not going to happen quickly.
