Is at least 1 parent of the child either an Indian citizen or an Overseas Citizen of India (OCI) cardholder? If yes, than the child can apply for an OCI card, which basically is a life long Visa with some other privileges attached: https://www.indianembassy.org/pages.php?id=168 An OCI card costs less than $300. https://www.in.ckgs.us/oci/how-to-apply:

Quote

A foreign national can apply for an OCI Card:

  1. Who was eligible to become a citizen of India on 26th January, 1950; OR
  2. Who belonged to a territory that became part of India after 15th August, 1947; OR
  3. Who is a child or a grandchild or a great grandchild of such a citizen; OR
  4. Who is a minor child of such persons mentioned above; OR
  5. Who is a minor child and whose both parents are citizens of India or one of the parents is a citizen of India is eligible for registration as OCI cardholder; OR
  6. Who is a spouse of foreign origin of a citizen of India or spouse of foreign origin of an Overseas Citizen of India Card holder.

For USA applicants, the CKGS website has been customized through a widget so that the website, documents, forms and letters requirements are as per the instructions of the Embassy/Consulates of India in USA.
