What do i need to file papers for a step daughter and do i need the custodial paper now or later

How old was your stepdaughter when you married her parent?

If she is a minor, you will need a court order allowing her to immigrate to the US or her father's permission.  Having custody may not be enough.

Not always true. Differing countries have different requirements.
