@Sparrow I have seen this mistake by CO  happen. CO's do make horrid mistakes that mess up peoples lives.

I believe they got your wifes info mixed and thought you omitted information. What you need to do in your NOIR (I have help write many) you need to go line by line at each denial point and address it with evidence.

For the "been married twice" have for that evidence your wife's G325a and your's to show her marriages attach again her two divorce decree's. Show your evidence of single-hood(bachelorhood) whatever to show it's their error. Explain you have never before been petitioned or filed for any other visa previously.

See,s your wife's petition package was very lacking. I pray all this time there were multiple visits so you need to show in Visa Stamps, boarding passes, show the chat's, IM's, posts from social media since the beginning of the relationship.

Pictures with family (especially your parents) and friends, wedding, events, different venues.

Affidavits from family and friends like 3 or 4 to speak to the bonafides of your relationship.

Does she have kids? what about your communications with them? show that.

If you have joint accounts here or there show it. She should have done taxes married filing separate show that.

Now is not the time to hold back. You get one chance with a NOIR.

In addition to all the great stuff above you  could also add (for the comments about the age difference and your answers to the counselor questions) a statement written and signed by you.   Write why it is you fell in love with her, what makes her stand out from someone in your own culture.  Write your account of what went on in the interview perhaps they misunderstood some of your answers.   Add proof of some chat that shows how you communicate to prove that you can and do daily throw in a few that discuss future plans and genuine care for each other.  Proof of additional trips made since the interview.

The statement about going over information before the interview...I would add along with your account of that chat that this is completely normal.  Most couples will rehearse the interview to settle nerves and go over complicated questions that some of these high fraud countries may ask.  Include why you felt it was necessary to rehearse those items.

What about the 7 issues listed in the letter.

“If you know the enemy and know yourself, you need not fear the result of a hundred battles. If you know yourself but not the enemy, for every victory gained you will also suffer a defeat. If you know neither the enemy nor yourself, you will succumb in every battle.”

What is the other stuff? Chat and emails make you online penpals. Insurance, bank accounts, documents to show you spent time together...no?

It looks like they want to see more documentation as evidence of time spent together, so get it and submit it.  Boarding passes from flights to see each other, passport stamps to show all the times you were together face to face, photos from all of those visits, receipts from restaurants, hotel receipts from visits, plus more co-mingling of finances, bank accounts together, insurance policy beneficiaries, shared credit card accounts, that sort of thing.  If you don't have those things, then do more visits and co-mingle finances and collect the documents and send them.  They want documentation, paper.  If all you sent were emails and chat history and a few photos that is not enough for a married couple.  You mention your verbal answers to questions from the interview, but to successfully get through this you will need to submit evidence in document form.  How many times did you see each other, how many days, weeks, months total were you physically together?

The second page of the NOIR (after the last point you see re: the previous marriage) is generic every NOIR I have seen has all that garb about needing more than a marriage certificate.

So can you tell me at this point what we need to do to save this petition from revocation?

No visits?  Since the wedding?  This could be the most damaging part to your case.   You can attempt to show why you have not been able to see each other but no visits will be a very difficult hurdle to overcome.

There are a few post above with lots of tips for a rebuttal.  Quickly compile it as you only have a short amount of time and have your wife meet with an attorney at least if its to get recommendations.
