They met and married there 3 years ago.

Time actually together is the best evidence of a bona fide relationship.......and it overcomes all red flags in immigration...even large age differences.

I have seen applicants from Pakistan get visas when i honestly thought they wouldn't.  I've seen couples with one visit others with a  20 year age difference and got the visa the first time no or little AP.   Sometimes I think that after refusing many under these conditions they slide one through to keep the imagination growing.

You will drive yourself nuts trying to figure it out.  The best you can do is try to do your best to show your relationship is real.

IMO trips are very important being together personally you learn things you can not get over video.  If this doesn't work out for you hopefully you two can work it out in the budget to spend more time together before reapplying.    In the beginning of my relationship I didn't really have the trips thought out much.  I didn't realize it would take so long or be so hard.   Each time we have been together the harder it gets to be apart.   We have not seen each other in almost two months and its total agony.  I agree it is very difficult but you do what you have to do.  InshaAllah it will all work out.

This is the thing about a NOIR.   All it really is is notes from the embassy.  USCIS reviews it compiles into a letter (along with a bunch of generic garb) and sends to you.   It is your chance to prove your case.   I do not believe the information in the letter is even investigated much at all at the USCIS stage.  This is why they can very easily be overcome.

As bad as your NOIR looks you may still have a chance to convince USICS.   It's the embassy that you have to be concerned with.  They can refuse again using not enough bonafide which is why those visits are so important.

Perhaps we need to go back to basics.

From a US perspective it is simply not normal to marry on a first visit and then not see each other again for nearly 4 years.

I have no idea what sort of case a Lawyer could put together to overcome this. Certainly interested to know what your wife is told.
