I see nothing here unless I missed it that it shows you were married before, it simply means they do not believe your in love and in a real marriage.

If your love is real, and you have a real relationship, the petitioner is going to need to file a rebuttal and wait to see if it is approved, means more evidence will need to be given to prove you are in a real marriage.

There will need to be evidence for each one of the topics they listed as a reason for the NOIR.

In this case maybe hiring a good lawyer would be in order.

if you can't overcome what they are saying is an issue, might as well have your wife move to your country to live and then try again.

USCIS approves the I-130.  USCIS does not approve visas.  No one lied to you.

There is a lot of things about how you were coached for the visa interview and having poor evidence of a relationship.  I don't see anything where you were accused of being married twice.

Can you attach the second page?   I think the part about a second marriage is cut off on the last point.   You have had a lot of confusion about your case and have waited a long time for an answer.  Unfortunately this looks like a tough one a lot of incriminating facts against you.   You may want to at the very least consult with  an attorney.

Instead of focusing on this, why don't you tell us why they think you married twice.

You don't have to upload.  Type what was said in the letter.

They approved the I-130 not the visa.

They probably touched the case and that's why the date changed to now.

Oddly enough he posted a screen shot of his USCIS case status in a thread yesterday.  It said approved which I didn't believe until I saw it myself as mine said "transferred to department of state"  I was going to post here but the attachment will no longer open.  I would just assume the status was an error but has definitely caused a lot of confusion with this case.
