How and for what purpose would you be "insuring" someone unless that person has the driving privileges?

For what purpose?  I guess the OP wanted to do it to generate relationship evidence.

How?  You call your insurance company.

Btw, my wife added me to her insurance long before I had moved here, long before I got my American license.

Not in Texas, property you owned before marriage is not considered half owned, just like inheritance, just don't comingle funds in a joint account and you are fine on cash assets as well.

read: unless you have owned those things before marriage.

Relax, this is not a race.

Because you insure the car not the driver of the car.

Who knows who may be driving a vehicle you own

the vehicle is insured against accidents while a certain individual(s) operating it. if you don't have driving privileges you cannot be "insured" to drive it. Insurers can take advantage of your willingness to pay for nothing, if there are no state laws barring it, sure, go ahead. it just has 0 practical purpose.

Adding your spouse to the title is a much stronger "relationship evidence".
