You will always get the "standard reply" from a government agency. They don't want to commit to anything so it is always inflated. You can try the following to see if it budges your NOA2.

 

You might try both options below.

 

First try submitting an inquiry using this link from the Ombudsman; submit your request online.  If you have already submitted online but did not receive a confirmation email with your case number, the submission did not go through.  Please try again.

ok we will look into these options if NVC doesn't have our case at the 5 week mark next week.

When I rang I was told it could take up to 6 weeks for them to receive it. So that’s next week for you. Hopefully better news by then!

Have you called NVC or only USCIS? NCV will tell you if they have received your case or not you can also send an inquiry via message. Both links are on the first post from @Greenbaum

Remember the links I supplied to you for your Embassy? Everything is contained in that P3 letter. just follow the instructions from the top to the bottom and you should be okay.

Yes, I've called the NVC 4 times in the last 2 weeks (with them saying it takes up to 6 weeks for them to receive approved petitions), and USCIS today (with them saying it takes up to 90 days for them to send them, lol). I also emailed the NVC twice and have yet to get an emailed response from the NVC either time. I'll just continue to wait a bit longer before trying again.

When you call they will probably tell you if they have your case and will tell you to wait 2 weeks to call back if you don’t receive packet 3.  Or you can send an email to support-haiti@ustraveldocs.com what that will do is create an inquiry where they will answer in 1-2 days and most likely will send you packet 3 in that response. Just make sure you put case number, petitioner and beneficiary’s name and birth date.  Just tell them you want the packet 3 by email and specify the email you want them to send it to in your email to them. 

Medical is expensive and with vaccines the cost is $440. The prices are listed on packet 3 and it is $265 without vaccines, but should always take with vaccines to save money later, because you will have to take them eventually and are way more expensive in the U.S. Check the P3 letter for updated costs.
