Is administrative processing normal after interview?

Timeline

My coworker is from Turkey, his daughter was interviewed in Istanbul and got AP after it. He speaks almost no English. Hard to understand him, but from what I can gather...they didn't have a proper affidaivit of support and the embassy told him to send it in again. Does this sound unusual? My coworker himself is in a bind. He came through a CR-1 and still can't get past ROC after 3 years. Many RFE's from what i can tell. USCIS sent his case first to Atlanta GA, then Montgomery, AL FO.  They had lost his paperwork and had 2 RFE from two different FO. Is this normal? Or is it because he is from Turkey? I cannot tell what was an RFE and what was his mistake when filing. He is on his 3rd or more I-551 stamp. Does this have an end? Sorry, for the not so complete information, but even the most incompetent IO can/shoud give a straight answer when you have an infopass appointment or not?

9/5/2018                     We are still reviewing your case and there are no updates at this time (this is getting boring!!!)

10/3/2018                  We are still reviewing your case and there are no updates at this time (this is insanity, 4th time while some got GC)

10/17/2018                After 136 days of wait in HELL, finally EAD in production

10/21/2018                Card was mailed to me, and yes it said so on a Sunday night, while Vj-ing

10/22/2018                Card was picked up by the USPS

10/24/2018                EAD in hand. F%^&& finally

12/28/2018                Interview has been scheduled. Waiting for notification with date by snail mail

Three years in the US and can't speak English well enough to communicate even to you? He is failing to assimilate. He needs to pay for a translator to help him. And he needs some English classes right away!

i don't disagree, but that is very common among people like him. Too old and stubborn to think their way is not the way. This problem aside, is there any other way on getting a straight answer about his case? 

 

a) ROC even with RFE should not take this long, even though the Montgomery FO was open only in August 2017. 

 

b) his daughter had some kinda issue with AP, because the visa was not issued and he already sent the Affidaivit of support 2 months ago and no answer still.

 

going back on his issue...he will probably never assimilate. He rather pay a $500+ monthly payment on a car, than a lawyer to fix this. Can a I-551 or ROC be dragged this long and unlimited times extended on his passport? I am not trying to understand him, just the case on it's own it just seems unfair from USCIS won't decide on the case.  Being involved in immigration matter again because of my wife, I came to know another coworker who also had his wife came with a k-1 from Jamaica. 

 

Other people that are either friends of my wife are doing k-1 and ROC, but everyone seems to have some issue. Nothing seems to be plain and simple to get the GC.
