after the first menu, press 4 (talk to the operator)

then say you want to talk about a website issue

they will transfer you and you can record a message saying that.

Same problem here. Tried to apply multiple times for the past few days but the same thing happened. Called a bunch of places but they keep bouncing me from one number to another. Sent emails to IT, j1visas@state.gov and 212ewaiver@state.gov. Hope they are working on resolving the issue..

I tweeted to them and also emailed the federal representative of the distric I live in

The website worked for me now. Clicked display packet and a pdf was downloaded! It felt great.

I just filled the form and was able to get the PDF. Thank you, everyone,, who took this issue up with the authorities.
