You can usually go to a notary public, or USCIS for certain certified copies (like the I-134).

Anyways, too tired to read back, but if we are still talking about the birth certificate here, I don't think you can get that notorized. I'm pretty sure they want original copies. (They are very easy to obtain, you can order them here: http://canadaonline.about.com/od/vitalstat...s_in_Canada.htm

you don't really get the original birth certificate ... what you are given is a certified copy of the birth certificate... the original stays with the government office...

but I am pretty sure the USC only needs to send in a photocopy of his/her Birth certificate with the original package... I could be wrong about this though...
