Did the petitioner move recently into an area under jurisdiction of the CSC? Basically, unless the petitioner lives in the listed states for filing in the VSC, it can get transferred.

From Wikipedia...

"In law, jurisdiction is the practical authority granted to a formally constituted legal body or to a political leader to deal with and make pronouncements on legal matters and, by implication, to administer justice within a defined area of responsibility."

Basically, by jurisdiction, they are saying that if petitioner is a resident in one of the states that they handle, they have jurisdiction. If not, they need to transfer the case to an agency which has jurisdiction over the petitioner's state residence.

For example, I live in NJ. If I petitioned the CSC, they would transfer the case to the VSC because the CSC is not authorized to act on my cases; whereas the VSC is.

thank you very much for quick reply!!! (",) wow! you really gave me the meaning of jurisdiction and i am very much impressed! thanks a lot!

My husband is from Pensylavannia and as what we know, the service center that is responsible for adjudicating it is "Vermont".I really have no idea what's going on. I know it's better to wait but then, i am kinda worried cause my I129F is still in a pending status, no touches at all... phhewww  if my I130 will be approved, i'd say, we'd go for it! ooohhh... i just wish it'll be sooner...

Thank you for pointing that out vikasp. I performed a search "VSC to CSC" and came up with 10 pages of search results. The March filers thread seemed the most apparent and is constantly on the first page, thus why I chose it for an example.
