items not clear in the k3 guide

i think we need some definitions posted sticky style

the sticky guide to the k3 does not use the term package 3 or 4 at all...and yet we see this all the time in posts.

are the NOA 1 and 2 considered packages 1 and 2? i see no reference to other possibilities.

is it true that at the same time that the NOA 2 is sent, the package three gets sent to the foreigner?

what is in it?

what is package 4?

The term package 3 and 4 do not come into play until Consulate with the interview. Has nothing to do with NOA1 or 2. These are Notices of Action at service center level.

When one gets the NOA2 (approval) at service center (NBC) the petition is sent to NVC where it is assigned a case number, undergoes further security checks, then is forwarded to Consulate. Once at the Consulate, they will send the applicant what is referred to as package 3.....followed up by what is referred to as package 4.
