Every month end, NVC schedules interviews for the cases completed in that month for interview dates in the next to next month. At least that has been the case with CR1 visas for Mumbai Consulate. But this time around, not everyone whose cases were completed in October 2018 were scheduled interviews. Lots of people are left. Is Mumbai getting too crowded? or is December a month with an expected aberration like this?

i guess  cc date, priority date plus any special requests are taken into consideration to set interview date..

Nope this is so not true.

It's a very random process, I feel, more than anything they need better programmers.

I know atleast 5 cases where there were no special requests, case complete were later than mine, pd was later than mine but still they have been scheduled interviews.

Thats true. Normally they go by cc. looks like they have not scheduled interviews of people whose case was processed electronically. My cc is Oct 5, electronic submission, still waiting for interview.

you're right about this. Mumbai consulate has switched to online processing for the first time and I think they just missed all the EP cases. The thing is for them its just a casual error but for us it's another month of wait which seems more than eternity.

no they're not on VJ. But I guess if you search here, you'll find many such cases.

Thanks for replying. I was worried that something was wrong with my case but not any more. May be they are in the process of scheduling interviews for us and hopefully we will hear from them soon. Happy Diwali !!

Looking at data from https://docs.google.com/spreadsheets/d/1xbLl_8yDgHLeDaLnTrPdYc44J0sjPSFfYCKxlKx6uTY/edit#gid=0

it is clear that for almost all Mumbai cases that an interview was scheduled within 3-4 weeks (if not earlier) of being "case complete". For one, it is clear that their automated system is either not taking case complete date for prioritization for scheduling (based on most recent data) or that the fact that the online processing switchover for Mumbai has screwed things up. But... there probably is also a supply-demand issue here:

1. ) November has the most consulate holidays for Mumbai, thereby spilling over cases to December.

2.) December might be a slow month with consulate staff on vacations

3.) An entire nation sending one of the highest immigration applicants to the US has only one consulate - Mumbai, dealing with immigrant visas. Now, how smart (or not) is that?

I have called NVC and the contract agents there are clueless without any good info or guidance for their customers.

I am pretty much taking that it will be scheduled later in November for a January interview date... barring a situation where they had a system glitch.

Yes, I'm one of them. My CC 10/11/18. I'm still waiting for an interview date. When I view similar timelines, I see a few couple whose CC was after ours and they got an interview date in December. When I called NVC and told them, they told me it's not possible as they go in CC date order.

As per my observations-

1) I have not seen anyone with cc before 20th sep being still held up for interviews so the spillover is unlikely.

2) This is a plausible argument as there have been very few interview appointments throughout the globe. But then this should have impacted the interviews last year as well, I didn't see any hints of the same in last year's "cc to interview December" forum.

3) The fact that they were doing just fine till now (almost 5-6 months since Delhi consulate was closed for immigrant visas) suffices to prove that there is enough personnel and infrastructure available in Mumbai to handle the cases as they become ready for interviews.

BTW some offline cases (cc before oct 20) are also waiting for interviews.
