I am about to walk over there and see if I can get in.

I will report back when I return

This USEM is basically closed.

I went to where the visa applicants line up and there was one guard and he told me USEM, I told him BS and went to the front entrance where the vehicles enter, there is a window there. I talked to the non American security guard and told him I wanted to drop off my ballot for mid term, after about 5 minutes he hand be a phone thru the glass opening and I talk to a US citizen.  I was informed that only a handful of people are there.  I asked him what if I needed help and needed to enter for personal safety, he said that was a case by case basis.

Tomorrow November 2nd which is a Friday there will be in normal operations per my conversation.

Just when you think you have TDS eradicate,  a new case shows up.

So if you are a US Citizen working at USEM, you get all the US National Holidays off, and all the Philippines one off as well.  Not a bad gig

A review of the embassy website indicates this clearly.   Should not have been a question for someone as "seasoned " as yourself.   :)

YMMV

You are correct sir. If you are working in a foreign country as a Federal civilian you get local and Federal holidays off.

All US embassies and consulates observe local holidays as well.

Trivia: Cambodia apparently has the most national holidays in the world -- a whopping 28.
