The extension letter has nothing to do with your citizenship application.

You can file for citizenship as soon as you're eligible, no matter if your ROC is still pending or not.

ohh really I so a post above where the person had done both  simultaneously but still is required to have the interview for I-751 and N-400 2 interview sounds a bit scary and like it would delay the entire process......so when is a person eligible for citizenship after 3 years if married right?

It's correct that you need to complete the ROC step before you can become a citizen. However, you don't have to wait with filing for citizenship just because your ROC is still pending. You can file as soon as you become eligible no matter if your ROC is complete or not.

What happens is that you will have an interview for BOTH citizenship and ROC at the same time.

If you got your first greencard based on marriage to a US citizen and you're still married to that same person, you can file for citizenship 3 years minus 90 days from the "resident since" date on your greencard.

Texas service center here. And no biometrics notice either. I filed beginning of November 2018 and received my NOA January. Trying not to panic. As usual. Lol

If your residence is in the US (which I presume it is), you should do your biometric appointment in the US.  If you're temporarily traveling on vacation, you can request to reschedule.
