Language issue - In laws visiting from China

Hi everyone, 

 

I am American and my is a permanent resident.  Her parents are planning to visit us in CA. They will be interviewing in Guangzhou, but speak neither Mandarin nor English.  Instead, they speak Teochew (they are from Shantou). Is there someone at the consulate who speaks Teochew? Can they bring a translator to their interview?
