I-751 got rejected

My wife's I-751 got rejected due to filing earlier than 90 days. It was matter four day early. I wasn't aware that take 90 days very strictly. I got everything back including check and application package? Can I re-send the whole application package on a later date? Or do I need to change the date of application along with supporting documents? Any advise would be highly appreciated.

They take everything strictly...they are bound by laws and policies. 

Yes you resend the same package, assuming all forms are still valid (unlikely to be an issue that new forms would be released in 4 days, but it happens).

You just have to resend the packet and you will be fine.

The return application package has electronic writing on the bottom of the page. It seems they may have scanned each page that I submit. Will they create an issue if I re-send the whole application package again?

Nope, that's normal for a returned application/petition.
