Question regarding the IVMNL email

My fiance received two emails from IVMNL, one is the eligibility and  another one stating the documents I need to bring. Is this the packet 3 they are talking about? Also, why is it just saying that I need to bring the ff:

1. cenomar

2. birth certificate

3. medical

4. NBI clearance

I know that I still need to bring the AOS, Proof of Relationship and new letter of intent or I don't need anymore?

I'm confused.

There is no packet 3 with Manila. They just send a packet 4 (pre-interview instructions). That's what you got.

A new letter of intent is suggested.

Sort of.   There really isn't a packet 3.   Everything you need is online.   Have everything listed in STEP 5 - Checklist

https://ph.usembassy.gov/visas/immigrant-visas/fiancee-visa/the-interview/

Follow this for the complete process >>   http://www.visaconnection-philippines.com/k-1-visa-application.html

You will need the I-134, most recent tax return and W2 for support evidence.    A few pictures, copies of chat/email  for relationship evidence.

A new letter of intent is suggested.

New letter of intent to marry is NOT needed, hasn't been asked for in many years.

True....I always say better to have it (if one is not going to by physically present). But I concur that not having one is not a big deal.
