If your nephew  is under age of 18 and one of his parents is a us citizen then he will need to file the I-864W instead  of I-864 , which means  he is exempt from AOS (technically he doesn't need AFFIDAVIT OF SUPPORT)

Thank you for your response. I want to make one thing sure that the requestor in this case is my nephew or his citizen parent? My nephew is currently 11 years old

The requestor is your nephew , this form has nothing  to do with the petitioner(parents)  , this  form explains to the  NVC why  this applicant is exempted from I-864 form(affidavit of support) , this I-864W has only 5 pages and it s so simple
