USCIS records confirm that the referenced case is pending background check clearance. USCIS is committed to adjudicating immigration benefits in a timely manner while also ensuring public safety and national security. A small percentage of applications and petitions have unresolved background check issues that temporarily delay adjudication. Although USCIS makes every effort to resolve such cases promptly, USCIS is unable to speculate when the background check will be completed. 
If a background check reveals an issue that may impact an applicant’s eligibility for the requested immigration benefit, further inquiry is needed. The inquiry may include an additional interview and/or contact with another agency for updates or more comprehensive information. Upon gathering and assessing all available information, USCIS will adjudicate the application as quickly as possible. 
 
USCIS realizes that the constituent may be frustrated by the progress of their case. However, the agency must balance individual inconvenience against broader issues of public safety and national security.
 

From the visa petition stage to post-entry applications for immigration benefits, USCIS works closely with the U.S. Department of State (DOS), other U.S. Department of Homeland Security (DHS) components, and other partners to ensure that those seeking to lawfully enter and remain in the United States are screened and vetted thoroughly at multiple points and by multiple agencies in accordance with laws and regulations.

Security and integrity are central to USCIS’ mission. In the course of applying to enter the United States, being admitted, and gaining lawful permanent resident status, the fiancé(e) of a U.S citizen will undergo four to five sets of comprehensive background and security checks. Each case is reviewed by multiple agencies. USCIS and our partners continually work together to enhance our tools and procedures for identifying those who threaten our homeland or attempt to gain benefits through fraud. For example, recognizing its potential value, USCIS is exploring an expansion of the use of social media as an additional vetting tool in the background and security check process.

What?!?! No. Don’t call the FBI. You’re gonna be laughed at on the phone. You just have to wait. Your situation is no different than so many people. USCIS takes forever. The people who got approvals in short time or standard time are just lucky. USCIS always uses the excuse that they’re waiting on background checks. They just take forever. Just wait. If you’re that impatient call your congressman and get them to make an inquiry on your behalf. It’s no big deal and sometimes makes things move along faster.

You don't. That belongs to the US Government but you can file a "freedom of information" but good luck with that as it takes time.

I know right! Haha We were doubting from the start when they told us that. And yes anytime soon, we’ll be planning to contact the congressman. Thank you!

None if you are approved. Some if you are denied. But a FOI request will take many months of time to get. So in the end we take our whacks and move on.
