Are you sure it’s acceptabke to just have O levels? It’s usually A levels. Anyway, you don’t need to have attained them all at once, but you do need to have attained them in a formal educational setting - for example not through correspondence - see FAQ5 on p9 of the instructions https://travel.state.gov/content/dam/visas/Diversity-Visa/DV-Instructions-Translations/DV-2020-Instructions-Translations/DV-2020-Instructions-English.pdf#page9

Are you selected for DV2019? Or are you looking at Dv2020? If the latter your statement is confusing because it’s free to apply. It only starts costing money when you are selected. ( If someone wants to charge you to apply then  you are not on the official website and wasting money as well as potentially losing control of your entry.)
