Is this a new policy?

I had traveled to India back in June 2014, HK/Macao Nov 2014, HK December 2014.

Then Japan May 2016, Japan again on Sept 2016. 

 

That was all less than a year from each other and I had to pay travel tax each time

(PH passport holder/Non-US Resident at that time, All Departing from Mactan Cebu Intl Airport)
