Well the difference there is that the other Presidents implemented extreme measures during periods of conventional warfare against identifiable enemies and with clearly defined conditions of victory. They also repealed those powers afterwards.

What Bush is doing is unprecedented in the history of this country - using a single (also unprecedented) event to justify war without end against an amorphous enemy that is constantly being defined and redefined by the administration.

Lets not also forget the fact that this "perpetual state" of war brings with it a perpetual extension of the Presidents broadened of executive authority. Hardly the democratic ideal - though it is totally consistent with Leo Strauss' political philosophy (basically Americas Karl Marx) - who suggested that the constitution and bill of rights are essentially "nice to haves" that can be done away with its deemed in the national interest.

If we're talking about Republican values here - (I'm not talking about the Republican party) that isn't too far from the old Roman Republic (which was so corrupt, riddled with special interest groups and people playing politics rather than addressing the peoples needs), that the movement to dictatorship was inevitable.
