What is the status of your brother? PLR or citizen?. If he he LPR, there is no choice but have to spend around 400$ to get the single status from Vietnam Consulate, then he need bring the whole packet back to VN to get married. If he's citizen it easy. Just go to US Embassy at HCM and request for a single status(50$, get appointment online ).

You can get the single status at your county courthouse, that's what I did and they accepted the form.  I will include a site that I used that helped me out.  He will need to make an appointment with a doctor too to make sure he's not crazy, haha. if you have any questions, don't be scared to ask.
